KILLALOE – Council for the Township of Killaloe, Hagarty and Richards passed a motion prohibiting any member of council from providing any financial information to the public or media that has not been vetted and approved by staff. The motion, passed at the Apr. 2 meeting, will require an update to the township council procedural bylaw.
Coun. Maureen MacMillan criticized Mayor David Mayville for asking questions of the external auditor for the township at a recent Finance Committee meeting and for providing information to outside parties that he had previously presented at council meetings. She also criticized Mayville for trying to seek justification and validation of the township budgeting process, which determines the change to property tax rates. She claimed that asking questions about the process and suggesting that ratepayers may have been overcharged in 2024 go against the procedural bylaw which, “emphasizes respect for council decisions and co-operation in their implementation ensuring unity and stability within the council.”
MacMillan read the motion, for which no prior notice of motion was given. Under the township procedural bylaw, motions can be moved without a formal notice of motion.
Notice of motion provisions require members to notify council in advance they are going to be moving a motion at a future meeting and require the text of the motion to be provided to council members and staff in advance to allow them time to read, research and prepare for debate.
Mayville asked that the motion be tabled until the next meeting to give members time to consider it. He suggested this would allow time for the necessary amendment to the procedural bylaw to be prepared by staff, as well. He also asked what the outcome of the motion would be. What would the result of the motion be. MacMillan responded, “It should go into our procedural bylaw, I would guess.”
