KILLALOE – Council voted 6-1, in a recorded vote, against a proposal by Mayor David Mayville to evaluate options and costs for a review of the financial operations of the Township of Killaloe, Hagarty and Richards (KHR) for the 2024 fiscal year.
Mayville made a notice of motion at the July 2 council meeting that he would make the formal motion at the July 15 meeting. He received stern opposition, at the earlier meeting, from Coun. Ted Browne.
The mayor introduced the motion saying it was not a review of general township operations, “It is specifically a review of financial operations focused on policies and procedures.” He explained that, in his view, practices can become entrenched over time and a review, like the one he recommended, could uncover some flaws in processes or practices and lead to improvements in process.
“There’s a natural tendency to protect established practices and resist change,” he said.
The motion required that the Chief Administrative Officer (CAO) investigate a process to engage a third-party reviewer, cost and timeline for such a review and report back to council so council could make a decision about whether to proceed.
Browne asked if the scope of the review would include the 2024 township budget, saying that information Mayville gave to council with his notice of motion stated the 2024 budget would be reviewed. The Gazette asked CAO Tammy Gorgerat for a copy of the two notices of motion Mayville presented at the July 2 meeting. Gorgerat said she had not received copies of the documents. Mayville posted copies of some documents regarding the motion to his Facebook page. The word “budget” is not used in the document.
